Law 15 Tackle: Ball Carrier Brought to Ground.
Definitions
A tackle occurs when the ball carrier is held by one or more opponents and is brought to ground.
Tolofua was not tackling the ball carrier - therefore not a tackle.
The law you reference is Law 10.4 J which explicitly refers to dangerous play and nowhere refers to a tackle.
Perhaps the title for the video should be "Christopher Tolofua cited following red card for dangerous play against Treviso?"
The man is clearly a moron. Even before the ridiculous penalisation of dump-tackles in recent years this would have probably been a red card offence. Not to mention the fact he has already been yellow carded - basically it seems he just wanted to get himself a couple of weeks holiday from the citing committee.
Footnote - @Rugbydump : please stop referring to things like this as tip-tackles, this was a maul and basically an assault. It's the misinterpretation of this as a tip-tackle which I believe is leading to the persecution of the good old dump tackle.
I really don't understand these Citings for yellow cards. This was clearly in front of the touchjudge, who saw it and decided it was worth a yellow. If it is due more than the 10 minutes then surely it should be a red. How is it justifiable to ban a player for an extended period but to allow him back on minutes after the original offence - please could someone explain the logic, I've been trying to work it out for years.
Whatever decision the referee makes (in this case the right one, penalty and nothing more) I find SBW's attitude pretty vile, he may be a great player but that doesn't give him the right to speak to a referee like that. The sooner he is in league the better if he doesn't change his tune!
Also I've just realised the commentator said "you've got to put them back onto their feet" - somebody sack him on the grounds of incompetence at his job for not knowing the laws
This is absolutely ridiculous. Maybe a bit of a "tip" but Hayman landed before the Ngwenya who landed on his front, I have never seen anyone break their neck by landed on their front. What is Ngwenya expecting when he runs through a pack of forwards with that body position - someone to shout "touch" then put the ball through his legs for the next phase.
Also I'm pretty disappointed with the commentators here, calling for a red card - for that?!?
Finally anyone else pick up on the headbutt? It's clear at 1:41, definitely more worthy of a ban than the tackle.

Stirring Toulouse comeback ends with incredible late penalty-try victory
Well I guess that's a textbook way not to referee a scrum in the closing minutes of a game. Clearly didn't have a clue and almost bottled it.

Good new layout rugbydump! Just a shame about the woeful standard of editing and commentary by the producers.
