When was the "age of rugby hooliganism" 1823-2000? It's not rugby hooliganism, it is rugby. There has always been a self-regulatory aspect to the game.
Players will cheat unless they are stopped. Refs never stop this stuff so it is up to the players.
You must be new to the sport.

How many times have you seen an official deal with it? I don't know if I've ever seen a ref bring back play for a player illegally holding another back.
Hooper did the only thing he could, other than be completely negated.
The way I see it, one player is trying to play rugby and another is trying to prevent him from playing.

In my experience penalty plays worked more often than not. I don't know why they ever fell of of favor.

You guys are right. There are bodies all over the ground at every breakdown with players not supporting their weight. Penalties are arbitrarily awarded. It's a big problem.

I am not from a place in the world where Rugby League is played but I was in Australia last year and I was very surprised by how the two codes are received.
Every NRL match is an event, like the NFL in the USA. At my first (and only) NRL match the atmosphere was more similar to an NFL game or even NASCAR compared to Union games. It really is a different sporting culture. I hope young men in Australia continue with Union but I was shocked at the difference and disparity between the codes.
NRL has better athletes, sorry.

1) The All Blacks don't make money by playing in Samoa. Look at that stadium. They'd rather go to the USA and get a fat paycheck.
2) The All Blacks know that Samoa can upset them in the right conditions.
The contributions Polynesian athletes have made to world sport despite their small population and lack of material resources is really remarkable. Samoa has 190,000 people. That's less than the population of Aberdeen, Scotland.
