The issues in French rugby:
The powers-that-be don't care about the international players, only Top14 counts: Top 14 is forward play, kicking, defense, boring rugby.
Then the international players are asked to actually play at international level, namely the opposite way of the Top14 way of playing, hence the children at rugby schools learn defense and tackles instead of focusing on skills, so to be formatted to be future Top14 players.
You watch a match at children/teenagers level and then you compare with ta match at the same level at the same age in New Zealand for instance. if you're French you cry, children are not at the same level at all.
You can also watch the U20 at RWC this year and compare, if you're French you cry again (or scream in fury).
In number of matches or number of minutes played, French players and English players game time is similar (this is on French website Le Rugbynistere).
Then you watch NZ-England this June and compare with Australia-France. If you're french, you cry (or scream).
Then you compare the way rugby is played in Top14 matches and in Premiership matches, and you understand.
The way the Top14 matches are played is at odds with the way international matches have to be played. And that situation is killing the French national team.
In France, supporters are wondering when the French powers-that-be will realise that, wake up and act accordingly.

For RWCs, players have 2 months together before starting, hence their best results at there.

Toulon do the double by claiming elusive Top 14 title with win over Castres

Toulon has a bad reputation only for the French supporters who don't like its president Boudjellal, because he's a big mouth. He said his reason to speak out too much is to attract the medias to himself so they leave the players in peace. Nobody amongst the "actual" rugby supporters is disputing the commitment of the RCT players to the club, whatever their nationality. And before you ask, no i'm not a Toulon supporter. But i do think these supporters who spend their time bashing the club/the players are pretty stupid.

This match was obviously special because of the players who were leaving...and i can confirm Wilkinson is the only English player that we love and for who we're able to sing God save the Queen :o)
He confirmed he's staying at Toulon, he will coach players as an adviser, and he's rumoured to be used by Lancaster as an adviser for young English players too.

That's right, Vladimir. Absolutely nobody amongst the French supporters or medias understands how PSA picks up his choices. He gives obscure reasons, sometimes blatant lies, he contradicts himself during the same interview, and everyone ends up scratching its head. Most French supporters hate him because of that. We would prefer he says the truth.
IMHO, for the 0.02 cents that's worth, he's still not satisfied with the players he has, he's dreaming of a team that he has not in the real world, and he will try every player available until the last moment. I believe his biggest fear is to go to the WC with injured players like Lievremont (the previous head coach) did because of a lack of choice amongst players able to win the WC (being an international player is not enough). The price to pay is no gellling of the players, bad performances and bad results while most of the individuals are brillant. So PSA wants a pool of 45 players to choose from next year. He never said it, but he said this year (after 3 years in charge) that he wants 3 players per position ready for the WC.
And guess what? Francois Trinh Duc, whom he refused to pick up for almost the last 3 years, is now in the international elite group that PSA selected for the season to come. What does this mean is a mystery. I only hope that FTD will be picked up for the WC as he improves greatly this year, both in his previous weaknesses, who said kicking game:o) and in his maturity.
