In my opinion, no. 7 is in obvious offside position and he clearly intends to play the ball. Offside, enough, or ..."not enough", that`s my question ? :) Does not matter if touch, or not, the ball.
By the way, the no. 7 prevents, involuntarily, on defender to play the ball/ to defend ?

mike brown was not a few millimetres on touch-line, it was with a few centimeters on touch-line. easy to see. please, make a freeze frame.
the question is: has seen, or not seen, the sideline judge? ...or, more recently, for England, a few mm., or cm., on touch-line ..."not enough" ?! :)

Genia a not returned the ball into the ruck, prior to the aussie try, he was only protected the ball with the foot to not exceed the outline ruck, what happened. ...maybe, you find something else. :)
